About Advantage Health Plan

  • Administered by the Minnesota Department of Finance & Employee Relations  (DOER)

  • Provides health insurance to 48,000 state employees and their 72,000 dependents in the three branches of Minnesota state government, the Minnesota State College and University system, and various quasi-governmental bodies such as the Minnesota Historical Society

  • Self-insured program that provides health coverage through three plans: Blue Cross Blue Shield, HealthPartners, and PreferredOne

  • Funded by fees charged to agencies and premiums charged to members

  • Spent $362 million for health coverage in 2003, $74 million (20%) of which was spent on prescription drugs

  • Advantage's top 100 branded drugs accounted for 81% of 2003 program expenditures
